If you need to do both I would recommend doing them both together! Running for 15k Likes I would recommend famping anyhow and the Big Bangs used for your 2500 rates will help you get more promotion!
What you need MINIMUM
This is a list of what I would suggest you make sure you have to make a legitimate attempt to get these leveling requirements. Now if everything goes great, you might have a little something extra, but you don't want to be so close and not make it!!
Other bling is optional
Credits - Yes you need credits to reset your abilities and get more pimps. I would plan on getting pimped at least every hour, perhaps more during prime time. That means you will need at least 40 credits probably for ability resets.
Blasts - You will need at least your FuBucks blast but more is good. So if you have your Christmas blast or can get extra 1 day or a 3 day blast to run that's great, the more you have the better.
Also optional to consider is hosting Happy Hours and going for Spotlight!
Scheduling
You have two choices on when to go for it. You can get everything ready as far as bling and schedule and and pics and banners then wait for the right bonus like 10k% for profile rates and even better unlimited 11s. Or a good like bonus would also be good (please note - LIKE bonus, not Rockstar bonus or Likenado bonus!!). Then when the bonus is right you fire it up and go! Difficult though for most people to drop everything and go for it like that but it may work for you!
The other option is to plan out a day you will be on to give it all the time it takes to get there. That would give you the benefit of getting at least a FuBucks HH (more if you can manage it), and maybe going for the spotlight to help you get there! I would recommend a Friday or a Wednesday cause those days are usually busier! I would avoid Thursday (no spotlight) though you just never know when it might be a good time.
If you decide to plan ahead and pick a day, get a HH at like 6 AM, then if you can get more, get one at like 6 PM. If you can get another, then get one at noon. Spread out your HHs though either 2 or 4 or 6 hours apart - it will help with your scheduling a lot! Remember - you need to be on at reset a week in advance to book the HHs you want!! And planning out a day like this will let you try for the spotlight. It can help with promotion and most people will donate FuBucks to their fam to help!!
If you make your last HH at like 6 PM or 8 PM at the latest, you can look at the bonus the day before and consider starting the night before if it's a great bonus. If the bonus the day before stinks, you wait until shortly before your HH to start your run and plan to go through reset if needed.
What you Have to do!!
Be online! You need to be liking and especially rating people! People are lazy and don't bother to rate so watch for someone in the feed that likes you but doesn't rate you and you can go to their page and rate them. People usually will rate back if nothing else. I recommend the fSB home page style for big runs like this. If I see someone I haven't liked and I can't see where they just rated me, I'll open their profile in a new tab and like and rate them hoping they will rate me back. Besides, their friends will see where you just liked them, so maybe they will like you since you are in their feed!
FRIENDS!!! The more you have the better! If you update your status, activate bling, rip videos, only your friends see that!! So if you have 1k friends, and only 10% are online, that's only 100 friends that see it! If you have 10k friends and 10% are online, 1000 people may see it! So start working on your 10k friend achievement and get your friends up!

Achievements
Be sure to check out the bling combo achievements. You're running lots of bling, this is a great time to use that to get some of those more expensive achievements.
Selling Fam Spots
You can sell spots for your run to help you get your bling and credits needed. Don't buy all the bling up front and you can probably sell 1 spot for the day for a boomy, 2 spots for a famp, or 3 spots for a big bang. The people that buy in would rather send you bling than credits I assure you!
I would not plan to sell boost spots, you don't want to risk something going wrong and someone being mad they missed out on rates after paying. Making sure you fam boost on time and get everyone loaded as planned can be very challenging in general so if you can avoid even counting on the fam boosts then that would be great. If you are confident in your fam boosting, I would recommend moving people that don't care as much about rates or that aren't on often and add them to the boosts so that the spots you sell are actual fam spots!
