First you need to resize the picture to be big... Usually 600 Hight is best due to how some people set their views up... This way it looks good no matter what resolution they use.
Then you want the lines to read something like:
background-attachment: fixed;
background-position:top center;
background-repeat:no-repeat;
This tells it that you want the background to stay in place and not move when you scroll, place it top and cetner, and leave it as 1 pic not repeat.
You can change the location depending on what you want the page to look like... Example background-position: Bottom Left; will put the image in the lower left hand corner. I hope this helps!
