Is anybody surprised that Congress is passing new ethics rules that leave plenty of wiggle room? Probably not. Even the most ethically upright slouch a bit when allowed to write their own rules. Ethics reform would be a good job for an independent, bipartisan committee of average citizens. Members of Congress should not be deciding how many trips to the cookie jar a member of Congress gets to make.
