Does anyone know whose fault is this .......

My son took my dog out for a walk he had a leash on. When he was about to go outside 2 dogs that was not on the leash came in and ran up to my dog they was sniffing each other but my son was pulling my dog back because my dog started growling but the unleash dogs kept coming towards my dog and they had a scuffle and my dog bit the dog . There was a sign that said all dogs must be leash when taking them out but now its gone.


Im thinking if the dogs was on the leash this wouldn't have happened
