My dog just lost her brother 1 week ago. I went to animal shelter to see if I could find her a sibling. I found a dog her same breed that is a year old but came from a hoarding house with 160 dogs in same house. (NO BS. 160 dogs)

This dog named Flo has not been potty trained, does not like ppl but loves other dogs...is scared of the outdoors. Deff damaged. Though Charolotte came from a kill shelter and had issues herself when I brought her home and she is the best friend I could ever ask for.

My question is...Should I try and foster Flo to see if it will cheer up Char and save a damaged dog? Or just wait?
