| ok so here is the deal, My neighbor has this hound dog. that he has left outside all summer long. Now once in awhile I see he has put food and water in the dish. Other times its empty so I kinda go and toss food in there for the poor fellow or try and use the hose into the dish. Well this animal has been howling for 3 days no owner because he went out of town. Everyone has called the cops and they wont take the dog. So should I let the dog out and say Dog out loose since we have a leash law so he may get a better home. OR leave the dog in his misery. Mind you this dog barks and howls 24-7 and last night he was just a barking and howling couldnt get anysleep |
