If you come across someone who is a level 10 and still hasn't posted a salute so they are still at 99.99% to level 11 do you rate their stuff or just pass by?
I feel like it is a waste to give them pic/stash rates cuz they haven't taken the time to put a pic up to get the next level. Am I just being mean? Do their points still build up so that when they do post the salute and level up they get all of those built up points?
