Israel has not changed its position on the matter of a nuclear weapons free zone in the Middle East, and has not been asked to a conference on the matter, sources from Israel's Atomic Energy Commission told Haaretz yesterday. The sources were responding to a report by the Associated Press that Israel and Arab countries had agreed in principle to accept an invitation from the International Atomic Energy Agency to attend a conference to discuss the matter. Israel's position for the past 11 years has been that it is willing in principle to hold a non-binding discussion, without decisions or negotiations, intended to "learn from the experience of others including in the area of confidence building relevant to the establishment of a nuclear weapon free zone," sacs louis vuitton as the IAEA decision from 2000 states. However, the position of the Arab countries has so far been that such a meeting must be a binding forum in which decisions are made and negotiations held under the auspices of the IAEA. Due to the large gaps between the parties, any attempt to hold such a conference has so far failed. The IAEA has so far received no word of a change in the position of the Arab countries, calling into question the credibility of the AP's information. At the UN review conference of the signatories to the Nuclear Non-Proliferation Treaty, held less than a year ago in New York, the need to update that treaty was discussed and the conference called on the IAEA secretary general to hold a conference by 2012 to seek a nuclear weapons free zone in the Middle East. In the unlikely event that IAEA Director General Yukiya Amano did manage to persuade Arab countries to be more flexible and call a conference on a nuclear weapons free zone, it would be unrelated to the review conference, which dealt with the Nuclear Non-Proliferation Treaty, of which Israel is not a signatory. There are a number of regions of the world where countries have agreed to keep nuclear weapons out, among them, the Pacific Ocean, Central and South America, and areas of Asia.
