Emancipation ...

guys, I just wanted to share some history with you. The Emancipation is celebrated every year right here where I live. Upson County Georgia is the only place left in the United States that still celebrates the Emancipation Proclamation. Below is an article from our local newspaper. Emancipation Sign Finally Goes Up by Jane Lee Published: Monday, September 29, 2008 8:39 AM EDT editorial3@thomastontimes.com local2 Out at the Upson County line, on Highway 19 North, a small group of local citizens gathered around a green sign posted just inside the Upson County line. It was a gathering that has been long overdue - 145 years in the making. The Emancipation Proclamation Committee of Upson County held a dedication ceremony on Wednesday evening to mark their new historic-marker sign at the county line. The sign reads: Home of the Historical May 29 Emancipation Proclamation Celebration Since 1863 The sign recognizes the Emancipation Proclamation Committee of Upson County as holding the historic celebration here each year. It is historic, indeed, as Upson is the only place in the country that holds this celebration. The Emancipation Proclamation consists of two parts, both executive orders issued by Abraham Lincoln during the Civil War. President Lincoln and his cabinet members Caleb Smith and Montgomery Blair; Secretary of War, Edwin Stanton; Treasury Secretary, Salmon Chase; Secretary of Navy, Gideon Welles; Secretary of State, William Seward; and Attorney General, Edward Bates met for the first draft reading on September 22, 1862. The first order declared all slaves free in any state of the Confederate that did not return to Union control by January 1, 1863. The second order was issued on January 1, 1863 stating the specific states where applicable. In the first stages of the declaration, it only affected those slaves that had escaped to the Union. By the end of the Civil War, as the Union defeated the Confederacy, thousands of slaves were freed each day until almost all (approximately four million) were freed by the summer of 1865. Unfortunately, some slavery continued even after the War had ended, prompting the need for legislation to be passed declaring it illegal. On December 18, 1865, the Constitution amended with a sufficient number of states ratifying the Thirteenth Amendment. On May 17, 1866, Emancipation Day was declared. The Upson Committee is chaired by Lankston Johnson, President, and George Carriker, Vice President. Along with the Committee officers and members, several City Officials were in attendance for the dedication ceremony. Thomaston Mayor Hays Arnold had these remarks, “I congratulate you all for your efforts in being able to get this monument here and that’s what it is, a monument, one to be very proud of. We’re glad to have it here.” Council member Patsy Perdue thanked the Committee for the nice ceremony and the opportunity to study some important history to the ceremony and Council member Wallace Rhodes said, “I’m very glad I am able to be here and proud to be a part of this effort.” Anthony South, candidate for County Commission Chairman said he was very happy to be there. Evangelist Morris McKinney shared that from his research on a book he is currently writing, he discovered in the 1920’s., the community celebrated the signing of the Emancipation Proclamation at Mary Weaver Park. “I have begun to realize just how tight-knit our community has been in our history. It’s a good thing that we are continuing this tradition,” McKinney added. The ceremony ended with the group hand-in-hand encircling the new sign, in prayer and then singing some old, sweet favorite tunes - giving thanks for the blessings of the day.
