CONCURRENT RESOLUTION
Condemning all forms of anti-Semitism and reaffirming the support of Congress for the mandate of the Special Envoy to Monitor and Combat Anti-Semitism, and for other purposes.

Whereas the United States Government has consistently supported efforts to address the rise in anti-Semitism through its bilateral relationships and through engagement in international organizations such as the United Nations, the Organization for Security and Cooperation in Europe (OSCE), and the Organization of American States;

Whereas, in 2004, Congress passed the Global Anti-Semitism Review Act (Public Law 108-332), which established an Office to Monitor and Combat Anti-Semitism, headed by a Special Envoy to Monitor and Combat Anti-Semitism;

Whereas the Department of State, the Office for Democratic Institutions and Human Rights of the OSCE, and others have reported that periods of Arab-Israeli tension have sparked an increase in attacks against Jewish communities around the world and comparisons of policies of the Government of Israel to those of the Nazis and that, despite growing efforts by governments to promote Holocaust remembrance, the Holocaust is frequently invoked as part of anti-Semitic harassment to threaten and offend Jews;

Whereas, since the commencement of Israel's military operation in Gaza on December 27, 2008, a substantial increase in anti-Semitic violence, including physical and verbal attacks, arson, and vandalism against synagogues, cemeteries, and Holocaust memorial sites, has been reported;

Whereas, among many other examples of the dramatic rise of anti-Semitism around the world, over 220 anti-Semitic incidents have been reported to the Community Security Trust in London since December 27, 2008, approximately eight times the number recorded during the same period last year, and the main Jewish association in France, Counsel Representatif des Institutions Juives de France, recorded more than 100 attacks in January, including car bombs launched at synagogues, a difference from 20 to 25 a month for the previous year;

Whereas, interspersed with expressions of legitimate criticism of Israeli policy and actions, anti-Semitic imagery and comparisons of Jews and Israel to Nazis have been widespread at demonstrations in the United States, Europe, and Latin America against Israel's actions, and placards held at many demonstrations across the globe have compared Israeli leaders to Nazis, accused Israel of carrying out a `Holocaust' against Palestinians, and equated the Jewish Star of David with the Nazi swastika;

Whereas, in some countries, demonstrations have included chants of `death to Israel,' expressions of support for suicide terrorism against Israeli or Jewish civilians, and have been followed by violence and vandalism against synagogues and Jewish institutions;

Whereas some government leaders have exemplified courage and resolve against this trend, including President Nicolas Sarkozy of France, who said he `utterly condemned the unacceptable violence, under the pretext of this conflict, against individuals, private property, and religious buildings,' and assured `that these acts would not go unpunished,' Justice Minister of the Netherlands Ernst Hirsch Ballin, who announced on January 14, 2009, that he would investigate allegations of anti-Semitism and incitement to hatred and violence at anti-Israel demonstrations, and parliamentarians who have voiced concern, such as the British Parliament's All-Party Group Against Anti-Semitism, which expressed its `horror as a wave of anti-Semitic incidents has affected the Jewish community';

Whereas, despite these actions, too few government leaders in Europe, the Middle East, and Latin America have taken action against the anti-Semitic environments in their countries and in some cases have even promoted violence;

Whereas other leaders have made hostile pronouncements against Israel and Jews, including the President of Venezuela, Hugo Chavez, who called Israel's actions a `Holocaust against the Palestinian people' and singled out Venezuela's Jewish community, demanding that they publicly renounce Israel's `barbaric acts' and in so doing implying that the Jewish community is co-responsible for any actions by the Government of Israel and thus a legitimate target, the leader of Hamas, Mahmoud al-Zahar, who recently called for Jewish children to be attacked around the world, and the Supreme Leader of Iran, Ayatollah Ali Khameini, who vowed to confer the status of `martyr' on `anyone who dies in this holy struggle against World Zionism';

Whereas incitement to violence against Jews also continues in state-run media, particularly in the Middle East, where government-owned, government-sanctioned, or government-controlled publishing houses publish newspapers which promulgate anti-Jewish stereotypes and the myth of the Jewish blood libels in editorial cartoons and articles, produce and broadcast anti-Semitic dramatic and documentary series, and produce Arabic translations of anti-Semitic tracts such as `The Protocols of the Elders of Zion' and `Mein Kampf';

Whereas Jewish communities face an environment in which the convergence of anti-Semitic sentiment and demonization of Israel in the public debate have fostered a hostile environment and a sense of global insecurity, especially in places such as Belgium, Argentina, Venezuela, Spain, and South Africa;

Whereas, in response, the United States Government and other governments and multilateral institutions have supported international government and civil society efforts to monitor and report on anti-Semitic activities and introduce preventive initiatives such as tolerance education and Holocaust Remembrance; and

Whereas challenges still remain, with the governments of many countries failing to implement and fund preventive efforts, accurately track and report anti-Semitic crimes, and prosecute offenders: Now, therefore, be it


Resolved by the Senate (the House of Representatives concurring), That Congress--

(1) unequivocally condemns all forms of anti-Semitism and rejects attempts to rationalize anti-Jewish hatred or attacks as a justifiable expression of disaffection or frustration over political events in the Middle East or elsewhere;

(2) decries the comparison of Jews to Nazis perpetrating a Holocaust or genocide as a pernicious form of anti-Semitism, an insult to the memory of those who perished in the Holocaust, and an affront both to those who survived and the righteous gentiles who saved Jewish lives at peril to their own and who fought to defeat the Nazis;

(3) calls on leaders to speak out against manifestations of anti-Semitism that have entered the public debate about the Middle East;

(4) applauds those foreign leaders who have condemned anti-Semitic acts and calls on those who have yet to take firm action against anti-Semitism in their countries to do so;

(5) reaffirms its support for the mandate of the Special Envoy to Monitor and Combat Anti-Semitism; and

(6) urges the Secretary of State--

(A) to maintain the fight against anti-Semitism as a foreign policy priority of the Untied States and to convey the concerns of the United States Government in bilateral meetings;

(B) to continue to raise with United States allies in the Middle East their failure to halt incitement to violence against Jews, including through the use of government-run media;

(C) to urge governments to promote tolerance education and establish mechanisms to monitor, investigate, and punish anti-Semitic crimes, including through utilization of the education, law enforcement training, and civil society capacity building initiatives of the Tolerance and Non-discrimination Department of the Organization for Security and Cooperation in Europe (OSCE);

(D) to swiftly appoint the Special Envoy to Monitor and Combat Anti-Semitism of the Department of State;

(E) to ensure that Department of State Annual Country Reports on Human Rights and International Religious Freedom Reports continue to report on incidents of anti-Semitism and the efforts of foreign governments to address the problem;

(F) to provide necessary training and tools for United States embassies and missions to recognize these trends; and

(G) to ensure that initiatives of the United States Government to train law enforcement abroad incorporate tools to address anti-Semitism.

TITLE III--ASSISTANCE TO SUPPORT DEMOCRACY IN VIETNAM

SEC. 301. ASSISTANCE.

(a) In General- The President is authorized to provide assistance, through appropriate nongovernmental organizations and the Human Rights Defenders Fund, for the support of individuals and organizations to promote internationally recognized human rights in Vietnam.

(b) Authorization of Appropriations- There are authorized to be appropriated to the President to carry out subsection (a) $2,000,000 for each of the fiscal years 2010 and 2011.

TITLE IV--UNITED STATES PUBLIC DIPLOMACY

SEC. 401. RADIO FREE ASIA TRANSMISSIONS TO VIETNAM.

(a) Policy of the United States- It is the policy of the United States to take such measures as are necessary to overcome the jamming of Radio Free Asia by the Government of Vietnam.

(b) Authorization of Appropriations- In addition to such amounts as are otherwise authorized to be appropriated for the Broadcasting Board of Governors, there are authorized to be appropriated to carry out the policy under subsection (a) $12,5000,000 for the fiscal year 2010 and $2,500,000 for fiscal year 2011.

SEC. 402. UNITED STATES EDUCATIONAL AND CULTURAL EXCHANGE PROGRAMS WITH VIETNAM.

It is the policy of the United States that programs of educational and cultural exchange with Vietnam should actively promote progress toward freedom and democracy in Vietnam by providing opportunities to Vietnamese nationals from a wide range of occupations and perspectives to see freedom and democracy in action and, also, by ensuring that Vietnamese nationals who have already demonstrated a commitment to these values are included in such programs.

TITLE V--UNITED STATES REFUGEE POLICY

SEC. 501. REFUGEE RESETTLEMENT FOR NATIONALS OF VIETNAM.

(a) Policy of the United States- It is the policy of the United States to offer refugee resettlement to nationals of Vietnam (including members of the Montagnard ethnic minority groups) who were eligible for the Orderly Departure Program (ODP), the Humanitarian Resettlement (HR) Program, the Resettlement Opportunities for Vietnamese Returnees (ROVR) Program, the Amerasian Homecoming Act of 1988, or any other United States refugee program and who were deemed ineligible due to administrative error or who for reasons beyond the control of such individuals (including insufficient or contradictory information or the inability to pay bribes demanded by officials of the Government of Vietnam) were unable or failed to apply for such programs in compliance with deadlines imposed by the Department of State.

(b) Authorized Activity- Of the amounts authorized to be appropriated to the Department of State for Migration and Refugee Assistance for each of the fiscal years 2010, 2011, and 2012, such sums as may be necessary are authorized to be made available for the protection (including resettlement in appropriate cases) of Vietnamese refugees and asylum seekers, including Montagnards and ethnic Khmer in Cambodia and Thailand.

TITLE VI--ANNUAL REPORT ON PROGRESS TOWARD FREEDOM AND DEMOCRACY IN VIETNAM

SEC. 601. ANNUAL REPORT.

(a) In General- Not later than 6 months after the date of the enactment of this Act and every 12 months thereafter, the Secretary of State shall submit to the Congress a report on the following:

(1) The determination and certification of the President that the requirements of subparagraphs (A) through (G) of section 101(a)(2) have been met, if applicable.

(2) Steps taken to carry out section 101(a)(1)(A), if applicable.

(3) Efforts by the United States Government to secure transmission sites for Radio Free Asia in countries in close geographical proximity to Vietnam in accordance with section 401(a).

(4) Efforts to ensure that programs with Vietnam promote the policy set forth in section 402 and with section 105 of the Human Rights, Refugee, and Other Foreign Policy Provisions Act of 1996 regarding participation in programs of educational and cultural exchange.

(5) Steps taken to carry out the policy under section 501(a).

(6) Lists of persons believed to be imprisoned, detained, or placed under house arrest, tortured, or otherwise persecuted by the Government of Vietnam due to their pursuit of internationally recognized human rights. In compiling such lists, the Secretary shall exercise appropriate discretion, including concerns regarding the safety and security of, and benefit to, the persons who may be included on the lists and their families. In addition, the Secretary shall include a list of such persons and their families who may qualify for protections under United States refugee programs.

(7) A description of the development of the rule of law in Vietnam, including--

(A) progress toward the development of institutions of democratic governance;

(B) processes by which statutes, regulations, rules, and other legal acts of the Government of Vietnam are developed and become binding within Vietnam;

(C) the extent to which statutes, regulations, rules, administrative and judicial decisions, and other legal acts of the Government of Vietnam are published and are made accessible to the public;

(D) the extent to which administrative and judicial decisions are supported by statements of reasons that are based upon written statutes, regulations, rules, and other legal acts of the Government of Vietnam;

(E) the extent to which individuals are treated equally under the laws of Vietnam without regard to citizenship, race, religion, political opinion, or current or former associations;

(F) the extent to which administrative and judicial decisions are independent of political pressure or governmental interference and are reviewed by entities of appellate jurisdiction; and

(G) the extent to which laws in Vietnam are written and administered in ways that are consistent with international human rights standards, including the requirements of the International Covenant on Civil and Political Rights.

(b) Contacts With Other Organizations- In preparing the report under subsection (a), the Secretary shall, as appropriate, seek out and maintain contacts with nongovernmental organizations and human rights advocates (including Vietnamese-Americans and human rights advocates in Vietnam), including receiving reports and updates from such organizations and evaluating such reports. The Secretary shall also seek to consult with the United States Commission on International Religious Freedom for appropriate sections of the report.

Police Told Which Political Beliefs to Consider “Dangerous” Lancaster, PA: A secret police report targets millions of Americans as potential “domestic terrorists” if they support the Constitution, oppose unlawful taxation, supported 2008 presidential candidates Republican Ron Paul, Libertarian Bob Barr or Constitution Party candidate Chuck Baldwin (Seen here on Lou Dobbs program ), or if they are opposed to abortion, are against unconstitutional gun control, if they display pro-Constitution bumper stickers or own copies of certain books and documentaries. The report is part of an ongoing attempt by a number of organizations (http://www.splcenter.org/intel/intelreport/intrep.jsp) and movements to characterize law-abiding citizens as “white supremacists”, members of “hate groups” or, more recently as “terrorists”. The report was generated by the Missouri Information Analysis Center The Center is described as “the mechanism to collect incident reports of suspicious activities to be evaluated and analyzed in an effort to identify potential trends or patterns of terrorist or criminal operations within the state of Missouri. MIAC will also function as a vehicle for two-way communication between federal, state and local law enforcement community within our region.” The secret report, distributed to Missouri law enforcement, lists as dangerous legitimate organizations including those who follow a Constitutionally-based ideology in regard to states’ rights, firearm ownership, free speech and sanctity of life. The Constitution Party , the fastest- growing third party, subscribes to the Constitutionally- based, limited role of the federal government and calls on members of all political ideologies to voice strong opposition to smear campaigns that demonize Americans because of their political beliefs. The Constitution Party made numerous calls to MIAC and was told an “officer” would respond to questions regarding this report. No one at MIAC returned our calls. The MIAC report states “rightwing” militia movements “continuously exploit world events in order to increase participation in their movements. Due to the current economical and political situation, a lush environment for militia activity has been created.” The terms “constitutionalist” and “white supremacist” are often used interchangeably. Page 7 of the report warns law enforcement that “militia members most commonly associate with 3rd party political groups. It is not uncommon for militia members to display Constitutional [sic] Party, Campaign for Liberty or Libertarian material. These members are usually supporters of former presidential candidate:[sic] Ron Paul Chuck Baldwin and Bob Barr.” Issues of concern to those listed by MIAC as reason for law enforcement to label them “terrorists” include: Opposition to illegal immigration, implementation of RFID (radio frequency identification) and the planned merger of the US, Canada and Mexico (North American Union). The so-called “militia movement” contains people who own copies of the late Aaron Russo’s anti-tax documentary America: Freedom to Fascism. Members of a so-called “patriot movement” are described as being “dangerous” to police in a section of the report titled “You Are the Enemy” which states: “The militia subscribes to an anti-government and NWO mindset, which creates a threat to law enforcement officers. They view the military, National Guard, and law enforcement as a force that will confiscate their firearms and place them in FEMA concentration camps.” The MIAC report distributed to Missouri law enforcement is a more virulent version of a similar report compiled by the FBI in Phoenix, AZ during the Clinton administration (see page one and page two of the document). The Phoenix FBI document calls “defenders” of the Constitution “right-wing extremists.” Constitution Party 2008 presidential and vice presidential candidates Chuck Baldwin and Darrell Castle, along with CP National Chairman Jim Clymer, are available to discuss this disturbing report and the severe limitations it seeks to impose on free speech. http://www.uscivilflags.org/articles-history.html HISTORY OF THE US CIVIL FLAG The first U.S. Flag, which denoted civilian versus military purposes, was designed in 1799 by Oliver Wolcott Jr. the Secretary of the Treasury under John Adams. Wolcott's proposal featured: An ensign, consisting of sixteen alternating red and white stripes representing the number of states that had joined the Union by 1799; and the Union, represented by the small rectangle in the upper left corner, with its Arms (an Eagle) of the United States in dark blue on a white field. It is significant that Wolcott’s new civilian flag had vertical stripes, not horizontal. This was done so that non-military ships would be easily recognized and not fired upon as they tried to hail and board foreign vessels. This new flag was actively flown on Revenue Cutters, what we now call Coast Guard Cutters. The original purpose of the Revenue Cutter was to collect tariffs and other taxes that were imposed on foreign goods. The Revenue Cutter ensign had vertical stripes to denote civilian authority under the Treasury Department rather than military authority under the War Department. The First U.S. Civil Flag 1799 In the early days of our nation, horizontal stripes became the accepted practice for use over military posts, and vertical stripes were used over civilian establishments. The use of the Civilian Flag also spread to Merchants and Common citizens to symbolize their Constitutional rights. The Civil Flag had red and white vertical stripes with blue stars on a white background. By the Law of the Flag, the vertical striped design denoted Roman Civil jurisdiction within Federal territories rather than Military jurisdiction under Admiralty law. The practice of using the Customs Flag as a Civil Flag became encoded law in 1874 when Treasury Secretary William. A. Richardson required all customhouses to display the Civil Flag. Where did Wolcott get the idea of using vertical stripes from? Why did Wolcott choose to turn the horizontal stripes of Old Glory ninety degrees? We need to return to the beginnings of the American Revolution to satisfy this query. In Boston, the Sons of Liberty were the original revolutionary group who sparked the initial rebellion against the British in 1765. The Stamp Act was imposed by the British Parliament to tax all forms of legal documents within their American colonies. The Stamp Act created great unrest in America, especially in Boston, where an effigy of the local stamp agent, Andrew Oliver, was hanged and burned. Eventually, Oliver resigned, his home looted, and the stamps destroyed. The Elm tree Oliver was hung on became known as the "Liberty Tree". The Stamp Act rebellion initiated the Stamp Act Congress, which gathered representatives from nine of the thirteen colonies. A petition of rights and grievances was drawn up declaring that the colonists "were entitled to all the inherent rights and liberties of natural born subjects." The colonies also declared that "no taxes ever have been, or can be constitutionally imposed upon them, but by their respective legislatures," and that it “was unreasonable and inconsistent; for the people of Great Britain to grant to His Majesty the property of the colonists." The petition asserted that extending the courts of ADMIRALTY, the law of the seas, in order to prosecute the Act undermined "the rights and liberties" of the colonists. So, the original “common law flag” was first raised over the Liberty Tree in Boston. The "rebellious stripes", as the flag came to be called, was the original flag used by the Sons of Liberty, and it had 9 red and white vertical stripes! Sons of Liberty "Rebellious Stripes" Flag 1767-1775 Why did they choose red and white vertical stripes as their symbol? Was the flag with vertical stripes a way of rebelling against the British East India Company? The British-East India Company flag had red and white horizontal stripes with the Union Jack in the upper left-hand corner. The first official flag of the American Revolution was the “Grand Union” flag first flown by General Washington on January 2nd 1776 at Cambridge Massachusetts. Coincidentally it was also the same EXACT flag as the BRITISH-EAST INDIA COMPANY. It flew for over a year after the signing of the Declaration of Independence! An Anonymous individual of European descent known only as the ‘Professor’ recommended the BEI Company flag to Ben Franklin and the flag committee. It has been reported that this mysterious individual was none other than Jesuit General Lorenzo Ricci, head of the Jesuit order. General Ricci supposedly had died in a Vatican prison six months prior. Pope Clement XIV the man who suppressed the Jesuit order in 1773 and had General Ricci imprisoned, soon died early 1774, apparently poisoned. The Vatican Treasurer at that time was General Ricci’s, best friend and former classmate Cardinal Braschi. Braschi controlled the Vatican resources as acting Pope during the beginning of the American Revolution.. It appears that the Jesuits via the Vatican bank may have funded the American Revolution. It would explain the seat of the new American government being set up on a Roman-Catholic possession and the institution of Roman-Civil Law as the law of the United States territories. i.e. the District of Columbia. Grand Union Flag Jan. 2, 1776-1777 Although not a true Sovereign flag, only a State flag with a Common Law seal can directly represent the Common Law. There is an indirect relationship to Individual and state sovereignty with the U.S. Civil Flag.. A solvent federal government flying a Civil flag, implies solvent States/Nations with Sovereign citizens. When we first came across the Civil flag and decided that this flag should be the symbol for all sovereign citizens we looked back to the Sons of Liberty and their “Rebellious Stripes” flag as our example. We wanted a flag that would address the deep need in Americans to awaken and return to a time when our government was not “Big Brother” hidden under the name of the Patriot Act! Just as some surmise how the Sons of Liberty turned the British East India Company’s flag on its side; we also decided to turn Old Glory on its side. We wanted the flag to represent our modern Union of States, we chose to create a flag that had 13 vertical stripes and 50 blue stars on a white background: One star for each Sovereign State of the Union of the united States of America! U.S. Sovereign Flag, Jan 2004 Our civilian flag is a way of reminding Americans, as well as our leaders, that every man and woman is sovereign and that we are all endowed by our Creator with life, liberty and the pursuit of happiness. This sovereign Civil Flag is a symbol of our desire to return America to the dreams upon which she was founded!

The U.S. Defense Department used mobile technology to chemically neutralize sarin nerve agent stored in three bulk containers after a leak was found in one of the tanks. “Our team has reached the beginning of the end,” said Timothy Blades, operations director for the Army's Edgewood Chemical Biological Center in Maryland, which provided the personnel and technology for Operation Swift Solution. “We now are focused on the closure work that must also be carried out with no less strict attention to safety.” Two truckloads of caustic hydrolysate arrived at Veolia Environmental Services in Port Arthur, Texas, on Thursday. The plant is expected to burn a total of 8,000 gallons of wastewater produced by the Blue Grass project. The mobile Chemical Agent Transfer System must also be disassembled and returned to the Aberdeen Proving Ground in Maryland, while the halved steel containers are set for decontamination and recycling. Work continues to build a full-scale facility for disposal of the entire chemical stockpile at Blue Grass (see GSN, Dec. 4, 2008). “Operation Swift Solution gives us an excellent real-world opportunity to test our procedures for command and control, emergency response notification, inspection and oversight of chemical agent,” said Lt. Col. David Musgrave, commander of Blue Grass Chemical Activity. “We are all better prepared for the future" (Richmond Register, Feb. 28).

General Orders.

Research 109th Congress Senate bill #S1873. It allows the Government to use US for lab rats in the case of emergency. The last action taken is 10/24/05. "They" place it on the calander under "General Orders."
