But the small steps to more pipeline capacity don’t provide the big political, regulatory and public relations platforms preferred by environmental organizations. The Cushing to Gulf lines cross one state boundary and don’t need the Presidential approval required by cross-border projects. They run through states — Oklahoma and Texas — that are supportive of oil and gas development. The main issues are related to expropriation of land using Eminent Domain laws, but it’s unlikely there will be as much controversy as in Nebraska, whose opposition contributed to Keystone XL’s delay. Meanwhile, the oil sands industry has a fresh opportunity to recast itself in the U.S. The effort has worked in Canada, where a concerted public relations effort has made the public comfortable it’s moving in the right direction. “[The oil sands aren’t] perfect, but as long as [they] agree that [they] need to do better and that [they] are striving to get there, then I think that argues for continuing to bring that resource to market,” Mr. Cedoz said.
