“For exemplary and distinguished service I am recommending Petty Officer 2nd Class Charles J. Mays to receive the Distinguished Service Ribbon for his calm and knowledge, reacting to a medical emergency, which resulted in the saving of a classmate’s life. On May 23rd, 2007 at 9:05pm during a night school class at Churchill Community High School, a fellow student crawled off his chair and laid inert on the floor. PO Mays responded immediately, ordering the hall monitor to call EMS and the boy’s parents. The boy was barely conscience. In the first survey, PO Mays checked his pulse which was weak, and breathing, which was shallow. He told the boy that he was certified in first aid and tried to get a response. PO Mays checked for injuries, and used capillaries refill check to check for circulation, which was slow. He determined that the boy was in a state of consciousness that responded only to pain. At this point the boy’s eyes started to close, which were very dilated. PO Mays rubbed his sternum with tips of fingers and gently slapped his face, keeping the boy awake until EMS arrived. EMS took his report on their arrival and then PO Mays assisted with infusing the I.V. and transporting the boy. Subsequently, EMS told PO Mays that his monitoring the boy’s vitals, and keeping him awake, saved his life.
PO Mays is not only a dedicated LPO of F.C. Sherman Division, but a fine, and knowledgeable and caring human being who is able time and again to function calmly under pressure. PO Mays conducts himself in the highest traditions of the United States Navy, The United States Coast Guard, The United States Sea Cadet Corps, and F.C. Sherman Division”
